He was the fourth of eight children born to Doris Marguerite and Rupert Loebig Hartmann, a construction materials dealer. Hartman and his family immigrated to the United States in 1958, and he became an American citizen in 1990. He is of German, Irish, and English ancestry. Hartman attended Westchester High School and was known as the class clown. He went on to study painting at Santa Monica City College after graduation.

Hartman joined the ensemble of The Groundlings in 1979 and quickly rose to prominence. He co-wrote the screenplay for the 1985 feature picture Pee Wee’s Big Adventure and appeared in it as a reporter. Hartman recorded numerous different voices for various parts. He successfully auditioned for NBC’s variety program Saturday Night Live (SNL) after acting in the films Jumpin’ Jack Flash and There Amigos in 1986. He debuted his Clinton impersonation on an episode of The Tonight Show.

Hartman often assisted other cast members, such as Jan Hooks in overcoming stage anxiety. Hartman had intended to quit the program in 1991, but Michaels persuaded him to remain in order to increase his profile. He said in 1998 that he missed working on SNL but had appreciated the shift from New York to Southern California. In 1995, he became one of the stars of the NBC sitcom news radio.

He earned about $50,000 for every News Radio show. He initially appeared in the episode “Bart Gets Hit by a Car” from the second season. His first leading role was in the 1995 picture Houseguest, featuring Sinbad. He enjoyed working on television at the same time.
