Career
From 1971 to 1973, Palmer was a Peace Corps volunteer in Liberia, West Africa. He next served as an assistant director of financial aid at the University of Virginia in Charlottesville (1973-1974), as a history professor at Cuttington College in Suakoko, Liberia (1974-1976), and as a professor of history at Wake Forest University in Winston-Salem, North Carolina (1978-1981).
Palmer joined the United States Foreign Service in 1982. From 1982 to 1984, he was a vice consul in the Dominican Republic, and from 1984 to 1986, he was a personnel officer in Montevideo, Uruguay, and Asuncion, Paraguay. From 1986 to 1987, he was a staff assistant to the Assistant Secretary of State for African Affairs at the State Department, and from 1987 to 1989, he was a counselor for administration in Freetown, Sierra Leone.
