Jorge Perez was born on October 17, 1949, in Buenos Aires, Argentina. His parents are Cubans of Spanish descent. Despite being born in Argentina, Perez grew up in Colombia before moving to Miami in 1968.
His father ran a pharmaceutical company that had been nationalized by the Cuban government. He graduated from Long Island University C.W. Post Campus with a bachelor’s degree in economics and the University of Michigan with a master’s degree in urban planning.

Perez worked as an economic development director for the city of Miami before entering the real estate development business. In 1979, he co-founded the Related Group with New York builder Stephen M. Ross.
He began by building low-income multifamily apartments throughout Miami. He actually made a huge fortune by building these types of houses. He later built rental apartments before becoming one of the most prolific high-rise condo builders in the southern United States.
