Tartt attended Samford from 2010 until 2014. After redshirting as a freshman, he made his first appearance in 2011. He became a starter as a redshirt sophomore in 2012 and continued to do so into his senior year. Throughout his career, he recorded 277 tackles and six interceptions. On November 10, 2014, Tartt accepted his invitation to the 2015 Senior Bowl. Tartt participated in the 2015 Reese’s Senior Bowl on January 24, 2015, for Gus Bradley’s South squad, which lost 34-13 against the North. He earned three tackles and one tackle for a loss. His presence made him the first Samford player to participate in the Senior Bowl.
Tartt participated at the NFL Scouting Combine at Lucas Oil Stadium in Indianapolis, Indiana, but was limited to the 40-yard sprint, 20-yard dash, 10-yard dash, and broad jump due to a hand injury. He placed ninth among all competing defensive backs in the broad jump and nineteenth in the 40-yard sprint. Tartt attended Samford’s pro day on March 10, 2015, and participated in all combined events as well as positional drills. He performed well at his pro day, attracting reps and scouts from 18 NFL clubs as the top prospect working out. NFL draft analysts and scouts expected Tartt to be a second or third-round choice at the end of the pre-draft process.
