Chad Hugo was born in the city of South Hampton Roads in Portsmouth, Virginia, to Filipino parents. Chad grew up in Virginia Beach with his parents, his father a retired Navy officer and his mother a laboratory technician. He met his music partner Pharrel Williams in grade school and band class, and they were together at a magnet school, where they were both known as gifted teens. After high school, they began working together and playing in various bands.

For many years, he worked in event production for many artists associated with Teddy Riley, including BLACKstreet and SWV.
