Addison Mitchell McConnell Jr. was born in Sheffield, Alabama on January 20, 1942, to Julia Shockley and Addison Mitchell McConnell. He grew up in the nearby city of Athens.
He graduated from DuPont Manual High School in Louisville. He received his bachelor’s degree in political science from the University of Louisville in 1964. He then attended the University of Kentucky College of Law, where he earned his law degree in 1967.

He rose through the ranks to become a Deputy Assistant Attorney General, where he worked alongside Antonin Scalia under Gerald R. Ford. He was elected Jefferson County Judge/Executive in 1977. In 1981, McConnell was re-elected.
He ran for the United States Senate against Democrat Walter Dee Huddleston in 1984. He won the election by a mere 0.4 percent margin. He did a series of television commercials called ‘Where’s Dee?’ In 1990, he was re-elected with a 4.4 percent margin over Harvey I. Sloane.
In the 1996 election, he defeated Steve Beshear for the second time. He won by 12.6 percent this time. He defeated Lois Combs Weinberg by 29.4 percent in 2002. In 2008 and 2014, he defeated Bruce Lunsford and Matt Bevin, respectively. In the 1998 and 2000 elections, McConnell served as chairman of the National Republican Senatorial Committee.
